Cops for Kids?

What exactly is Cops for Kids? Who does it help? And how?

With these questions in mind, I attempted this week to obtain public financial records related to Cops for Kids, an organization that is operated by the Mooresville Police Department and purportedly assists needy children, seniors and families in the Mooresville area.

On Thursday, the Report visited Town Hall to look through copies of the Cops for Kids public financial records. The town’s finance director, Maia Setzer, said that the records are not kept in the finance department, but in the police department.

At the police department, Maj. Carl Robbins said that the public records are, in fact, held there but that Police Chief John Crone is on vacation this week and that the public records could not be viewed by the public because they are kept under lock-and-key in the chief’s office.

Further, Robbins said, no one but Crone has a key that could access the office and, therefore, the records. He suggested that we arrange a meeting with Crone next week to review the documents.

Earlier today, Commissioner Miles Atkins sent an e-mail to Town Attorney Steve Gambill, asking that the town resolve the situation today and “provide Ms. Gatton the information she is requesting.” Atkins continued: “I don’t have a problem if we need to call a locksmith.”

Shortly thereafter, Erskine Smith e-mailed the Report, stating that he and Gambill had contacted Crone, who is at the beach. Smith said that the Cops for Kids records – according to Crone – are in “several files” in the chief’s office and that we would have to wait until 3 p.m. on Monday to meet with Crone and review the files.

According to the police department’s website, Cops for Kids is an incorporated business that since 1995 has “assisted children, seniors, and families that find themselves in unfortunate situations.

“Through generous donations from local business sponsors and individuals in our community,” the website reads, “Cops for Kids has enabled children and seniors to enjoy some of the basic necessities that were not available to them through other agencies. Whether it be transportation costs to school or work, a temporary place to stay for an entire homeless family, youth activity funding, clothing, or some assistance for educational costs, Cops for Kids is ready to help,” according to the website.

“Cops for Kids was created to help children at Christmas time,” the website continues. “Giving a few disadvantaged children Christmas presents while on routine neighborhood patrols during the holidays has grown into a local organization that now offers those in need a host of services during the holiday season and throughout the year.

“With low overhead and virtually no red tape,” the website concludes, “Cops for Kids can respond immediately to children, seniors, and families in need. We are often the local organization called to help because of our ability to quickly and respectfully assist others with emergency funding from utility payments to temporary housing.”

The town board earlier this week, in approving the fiscal year 2009 budget, approved a $20,000 transfer from the Town of Mooresville’s general fund into the police department’s Cops for Kids budget. The Mooresville Police Department requested the $20,000, and Interim Town Manager Erskine Smith recommended its approval.

While I wait for access to the Cops for Kids records, I thought I’d share with you the questions on my mind about the organization. While I have a lot of questions, they are all straightforward and should be easy to answer. I expect that all of the questions will be answered by the public documents that I have been told I can review with the police chief on Monday at 3 p.m. – incidentally, six hours after the police department opens for business.

What I’d Like to Know About Cops for Kids . . .

2. Who founded Cops for Kids?

3. Under what circumstances and for what reasons was Cops for Kids founded?

4. When was Cops for Kids incorporated?

5. Who files Cops for Kids’ annual corporate report with the North Carolina Secretary of State?

6. Who incorporated Cops for Kids?

7. Is Cops for Kids a 501(c)(3) non-profit charity?

8. When was Cops for Kids’ non-profit status secured?

9. Who files Cops for Kids’ annual report with the Internal Revenue Service?

10. Who are the officers of Cops for Kids?

11. Who serves on the board of directors of Cops for Kids?

12. How are the officers and directors of Cops for Kids selected?

13. How much money has Cops for Kids raised since its founding?

14. Since its founding, how much money has Cops for Kids taken in every fiscal year?

I think a lot of us viewed the very large salary paid to the United Way Chairman with considerable skepticism. Here's an opportunity for us to fund a LOCAL charity that can do some good in our community. (That won't hurt our standing as a Radical Fringe Group, will it?)

Now if you can get answers to 40 or 43 of your 45 questions we may have a new place to send our charitable contributions...

I bet there is a locksmith truck/van parked at the MPD right now. Good Luck guys,but you can't hide from the Gatton Report and thank you Mr. Adkins for standing up for the public. Why are those files under Crone's lock and key. I think someone suggested an outside auditor, bring it on. Again, Mr. Smith is running damage control for the administration, he is in everything. Why doesn't Mr. Smith say "Ms. Gatton, I'll meet you over there with a locksmith and we'll look over those files right now? So much for wishful thinking...

Let me get this straight. The reporter went to the main town hall and could have sifted through financial information on millions and millions of dollars, but when she went to the police station she couldn't get her hands on a few little documents having to do with something as warm and fuzzy as Cops For Kids?! What is wrong with this picture?

Why are public records under lock and key? Isn’t that against the law? They should be accessible to the public and not be in an intimidating place like the Chef of Police office shouldn’t they?

Crone is not to be trusted nor is his department. The Mooresville Police are not your friends.

As to the $20,000.00 from the town, If you go to the IRS you can search for 501c3 charities in Mooresville. Cops for Kids does not appear to be one of them.

501c3's are held accountable to the IRS to maintain their 501c3 status. Would a certified tax exempt charity not have been a better place for the town to give away $20,000.00 if we were going to help kids?

Take a look at the funds spent to buy uniforms for town employees from places like Lands End. Many taxpayers can't afford to buy a new wardrobe for each season. They are paying their taxes and water bills.

Somebody had a great point. Why in the world would cops for kids public records be kept in the office of a chief of police. Like Joe Bloe is going to feel comfortable going through them with the chief of police breathing down their necks and taking real good notes on who they are, where they live, who their kids are, etc. etc. Also somebody wrote in that this is not even registered as a charitable organization. Is that true Jamie?

From the tone of this article one can only assume this may be a developing story. It appears at least one commissioner (Miles Atkins) is willing to be proactive in sensitive situations such as this. That type of proactive and open leadership is what sets the minds of an entire citizenry to rest. It is what brings us a sense that somebody is in charge and willing to do what it takes to insure integrity and honesty in the process of governing, which in turn creates trust and respect in the long run. Commissioner Chris Carney also displayed this type of leadership when he openly and aggressively fought against the hiring of CH2M Hill. Hopefully more and more of our elected officials will step up to the plate as these two young men have.

I noticed it was Erskine Smith who actually recommended that $20,000 of public funds go into this program that may turn out not to even be a legitimate charitable organization. I've never trusted that man any more than I could throw him. And nothing I've read in this blog has helped alleviate any of my suspicions about him. Could this be a convenient little flush fund by any chance? Get in good with Chief Crone so that he'll "owe you one". Start it at 20 grand, and keep adding to it every year. Call it something harmless like "Cops for Kids", and copy some language from a legitimate organization on the other side of the country. Then anybody who looks into it can be called anti-cop and anti-kid. Jamie, you may be on to something here.

My assumption was that the MPD was a chapter in the Cops for Kids Incorporated.

It sounds to me like Commissioner Atkins gave a clear and direct order to Erskine Smith, acting town manager, to insure that these public records were produced on Friday, even if it required the hiring of a locksmith. It also sounds to me like Erskine Smith, Chief Crone and the town attorney disregarded that order. Who is running the show in Town Hall? Commissioners are elected by the people so that they can instruct staff to carry out the will of the people, not so that they can be instructed by the staff. There are warning signs that this situation may become reminiscent of the library fiasco several years ago that turned this town on its head.

The previous poster is assuming that Commissioner Adkins was the only one "instructing staff". Don't forget about the unholy alliance of Thunberg, Rader and Abraham, the Rat Pack. Those three could very well be instructing staff behind closed doors to be evasive and drag their feet, for reasons of their own. The great thing about the Gatton Report is that with time, one way or another all of this will be revealed. All of these characters talk to somebody, and that somebody talks to somebody, and it goes on that way until it finds its way to us through this blog. It is definitely a new day in Mooresville.

I can only assume that the Explorers will not be going on the Las Vegas trip that the chief had planned to take us on. Why would the chief take a bunch of kids (underage) to Vegas for 9 days!!!(of course the Blockers would be going as well,) I know that Mr Burleyson had asked a few times to take us, the explorers on BOY SCOUT sponsered trips and was turned down.(camping,skiing and white water rafting) Isn't explorers part of Boys Scouts???? Why would the chief, thru Blocker turn us down? we have worked very hard during our down town car shows each month. You think that we would have been rewarded somehow. (by the dept) we asked if we could do fundraisers to earn money as well, again turned down!
Matt also paid personally so that the explorers could eat between functions on Saturdays and/or Sundays, this we know was also turned down by the Chief and Blocker(we heard Matt ask Blocker by Nextel if they would approve McDonalds or pizza) So nobody can say the explorers benefitted by COPS for KIDS.
By the way we really want Matt back!!!He is the BEST explorer post advisor ever!!! He respects us as people and dosen't treat us like a bunch of show dogs!

I am wondering, how many things is Erskine Smith involved in? I know acting town managers are involved, but after a questionable situation is exposed, Erskine Smith always comes to the front to explain it away or is in charge of stall and deflection. I think the town needs a new start, someone who will work for taxpayers, not play the system for their own benefit.

I live in an apartment complex near 150 and 77. Recently we had eight homes robbed. Some in broad daylight and others with families inside. The fine police force of Mooresville did a great job of never finding the people that did it. Maybe if they weren't watching parking lots for teenagers standing in circles something might have been done. I can't remember the last time that i heard of our police department doing something outstanding or making a major bust. I am glad to see that we can afford to put an officer at the movie theater to keep horny teenagers at bay. Like that is gonna help society. I haven't heard of to many teenage babies being made during Shrek 2. But none the less if they strike fear into the runts they should be just fine. After that they can go to a cops for kids meeting and be molested by another worthless employee appointed by our fine politicians. Sorry im just another cronie of the gatton report. Somebody better set the cheif out after me and my offspring.

If someone was inside the apartments they should have had the courage to face them or at least call the PD. Also the officers that work the movies are employed on their off duty time by the movie house. Also learn how to spell chief.
Also I am not a officer or kin to any just tired of transplants like you and most of the people that are writing. If you don't like the way things are in Mooresville go back where you came from. I am sure the highway had another side to it. Use it. If you like move to west or north Charlotte and see how safe you feel.
Better yet they have ride alongs at the police department. If you have the ba...'s to ride with them ride and see what they have to go through and put up with people like you.

To the person who posted the last comment. First let me just tell you that I grew up in Mooresville and am not a transplant. This is not what this blog is about. We are not trying to pick on the police department. Just John Crone and his buddies that are giving the PD a bad name. There are some great officers that work there. They, however, are probably too worried about their jobs to post anything here. Chief Crone has been known to fire people for less than that. He has black balled officers after they have quit and gone on to other departments. The Cops for Kids investigation is just the beginning. I hope for the officers at the PD that the truth comes out and they are able to do their jobs without fear of being fired or black balled. Good luck to all of you. You really need it if you work for Mooresville PD.

Just read the comment from 3:05. I can see their point of view, for sure. It would be horribly frustrating to experience police inaction and ineffectiveness, whether you are new to our town or whether you have lived here all of your life. The problem right now is poor public perception about the chief of police specifically. From what I can see, it may have all started with his nearly botching the Witherspoon murder investigation. The firing of the D.A.R.E. officer and the turnover rates of officers have not help matters in the eyes of the public. So, now, as unfair as it may appear, the entire police department may suffer poor public perception due to the poor choices made by its leader, the chief of police. Now we have the emerging questions about Cops for Kids on top of everything else. This is definitely an unfortunate situation all around. We may all have to brace ourselves for whatever is coming.

don't take it to heart that your hero's failed the community once again. I mean you paid your tax money obviously so you're entitled to your opinion, ahh maybe you didn't and you're the Mayor in disguise. However, people in the complex did call police repeatedly. One woman was actually making a call for help while she was being robbed. If any acting authority did do anything it was the Iredell Sheriff dept. I didn't mean to ruffle anyones feathers, ohh wait yeah i did. And if the theater is paying the cop on duty, then why is he using the car and the gas my tax money paid for? I would imagine you have another comment for that one. I am an American, and i am proud of the people that serve this country. I only hope I can return the favor. Maybe your daughter got knocked up at the theater. Don't worry though i imagine Cops for Kids will hand out free birth control to all the distortions that survived abortion. If you didn't get it that is what modern society has labeled all us youngsters in America! Ohh yeah i need an English paper proofed maybe you could help me wit mi spulin.

I have personally written a donation check to Cops for Kids in Mooresville and I did so gladly. I for one am going to be reading very closely, and I am hoping and praying that Chief Crone is able to prove that this is a legitimate charity. He has always been very friendly and personable to me and my entire family. I am sure there will be a good explanation for all of this.

I don't get it. Why is everybody so shocked and surprised? Seriously people. Am I the only one who's known Crone isn't on the up and up for years? I mean, look back and see who hired him. Former Town Manager Rick McLean, and anybody who was around can tell you all about McLean and how that deal turned out. He was also the same guy who single-handedly "appointed" Erskine Smith "Assistant Town Manager" (like Mooresville needed one). Smith was, of course, cut from the same cloth as McLean, as was Crone, and we are saddled with both of them to this day, big thanks to the McLean Legacy. You want a clean police chief? Hire yourselves a clean town manager.

As long as the Witch is balding, has a pot belly, wears a badge & gun & drives around in the Chief of Police Cruise (not to be mistaken for a self-respecting broom), collecting funds for Cops for Kids so that he can fly his wife on trips to Las Vegas and such, I say the hunt is on!
