Victim receives check, tongue-lashing from sheriff's chief deputy

Less than 24 hours after Robert Goforth went public with his recent experience with the Iredell County Sheriff’s Office, he was hand-delivered a $3,715 county check from the sheriff's right-hand man, Chief Deputy Rick Dowdle.

Goforth also received an apology – but not before being lambasted by the chief deputy himself.

Dowdle showed up at Goforth’s house, unannounced, Thursday morning, being driven by another man whose identity is unknown. In Dowdle's hand was a county check for $3,715 – restitution for the sheriff’s office destroying Goforth’s property in violation of state law (http://thegattonreport.blogspot.com/2010/04/evidence-room-error-destroys-property.html)

“I got this check for you,” Dowdle said to Goforth, “but I’m a little disappointed this turned into being a political thing.”

“I’m just disappointed that it turned out … why somebody take this and … I don’t know that you had anything to do with it … but somebody take this and turns this into a political situation that they don’t know what they’re talking about,” stammered Dowdle. “And that bothers me.

“I wouldn’t think that you would back something like that without being man enough to come and look me in the face and explain the situation to me,” the chief deputy said to Goforth. “Now am I right or wrong?”

Interestingly, however, when Goforth asked Dowdle later in the conversation – a link to which can be accessed on this page – if he could “go to the person that destroyed [his property] and ask them myself why they did such a foolish thing,” Dowdle refused to provide names. “Well, I’m not going to give out the names for that because I’m not going to get them involved in this,” Dowdle said.



Oftentimes stuttering and not completing his sentences, Dowdle apologized that Goforth’s property had been destroyed. But each apology was followed by yet another tongue-lashing. “I’m sorry; this don’t happen. We don’t do this,” Dowdle said, interrupting Goforth and talking over him. “If you go to the finance office, I don’t go write restitution checks for property that we get destroyed because that ain’t the way we do business.

“But when things get strung out to other people, and get misled, that’s what bothers me,” the chief deputy continued, adding: “I hope you understand that cause that’d be just like me turning around and writing something about you that, you know, that aint the way you do business. And that’s why it bothers me.”

At one particular point in the conversation, Dowdle sounded sympathetic toward Goforth. The chief deputy explained that while he cannot account for the items that were destroyed, he said one possible explanation is that the evidence room had been moved. “We moved to a different building,” he said. “Some of this stuff could’ve got put into some things that got destroyed. I don’t know that. But it could have been a mistake.”

Dowdle said “the paperwork had marked it being destroyed. When we found the paperwork – when you brought it up – that’s when I got involved.

“Understand,” said Dowdle, “I ain’t been involved in this but a couple weeks. I don’t know how far this thing goes back, but I think it goes back quite a bit of time.”

However, said Dowdle, “I don’t think somebody would’ve took the artifacts like that … the common sense person … gonna take artifacts like that and just destroy them.”

Dowdle said he had recently ordered Det. Poteat to look into how and why the items were destroyed. “That don’t make no sense to me,” Dowdle said. “Why would you go out here a destroy a steam engine? That don’t make no sense to me because I got ‘em myself.”

But once again, any apology – or any attempt by Dowdle to treat Goforth like the victim he is – was short-lived. “I’m a good person, and I’m sure you are, too,” said the chief deputy, “but it just disappointed me that I hear that somebody took that information and sent it to somewhere that has totally nothing to do with this situation.

“Rumors makes in for a bad situation,” Dowdle said. “I’m not a man that deals with rumors. You put facts in front of me. And I would think you’d be the kind of a person that wouldn’t go off of rumors, too,” the chief deputy said to Goforth.

“You got problems, come and talk to me,” Dowdle continued. “I don’t like somebody going around saying this or saying that. I can come and tell you 10,000 things, but, you know, unless you got the facts in front of you, that bothers me.”

“And, you know, the sheriff don’t … I assure you … we don’t go around just destroying peoples’ property,” Dowdle said, chuckling. “It don’t work like that. We’ve been in office too long for that to happen.”

Dowdle continued: “I don’t go on these blogs and stuff that gets throwed out there. I’ve never had the opportunity to come and talk to you and then I hear that my name’s getting throwed around that I won’t pay you. And that was totally not the fact.”

Dowdle did not elaborate on who, exactly, has stated that he would not pay Goforth.

Continued Dowdle: “This is an election time; you know that. People’s picking up every little rock they can throw left and right. Has any of them people throwed any rocks come and stood in front of me? No. What does that tell you?”

“I’ll leave it at that,” Dowdle said.

Though Dowdle said he had been involved Goforth’s case for “a couple weeks,” Goforth said Thursday’s visit was the first contact he had received from any top-ranking official with the sheriff’s office. To date, he still has not heard from the sheriff, Phil Redmond.

County finance director Susan Blumenstein said today that the county check for Mr. Goforth was from “sales proceeds from items sold through the Jail Commissary to inmates.” In other words, she said, “no taxpayer funds were used to make the payment.”

For those who think anonymity on a blog provides you with 100% protection, you may want to read these articles which show that a judge can force an ISP to reveal the identity of anonymous bloggers whose comments are libelous or defamatory. Be careful what you "say" and make sure you have the documents/evidence to back up what you're writing.

The more that is done the deeper the hole. It isn't one or two people anymore. And you can bet your ass that when things get rolling the right direction that the 80% of the department that wants a new administration is going to step up to the plate as well. 11:00 there have been some protests in the US and even Mooresville, but type "protest against corruption" into your browser and the stories that pop up are in other countries where they allowed things to get so bad that they don't have anything to lose. People here haven't lost enough yet and are too indifferent to see that they are losing a little at a time at a rapid pace. Once upon a time in the land of Iredell there was a sheriff who was in the practice of hiring LEOs who were fired or forced out of other departments.

These detestable chaps persisted in their evil ways while empolyed by the good sheriff. He gave them slaps on the wrists some times but they kept messing up until the good sheriff fired them or forced them out.

The nasty chaps worked against the good sheriff in the primary but to no avail because the nasty sometimes perhaps thrice rejected chaps were just as evil as the good sheriff, who should have known what they were when he picked them up, being the head devil.

The good sheriff won the election and all of the elves, dwarfs and trolls in the land of Iredell lived happily for another four years.

While I don't agree with some of the wording I also know that some people only understand things put very bluntly.

That bunch that has been on here from the Redmonites can only be reached by striking hard, if you sit back and try to reason you get run over. They play a back and forth game of attack and then victim after they draw you in.

The games on here are very representative of the techniques used in operating the Sheriffs Office. What you see is what we put up with. The humor is gone and time to say it like it is.

One would assume that any good parent wouldn't allow their children on here and that those offended by the dialect would skip reading it. When you fight a pig you get dirty, no way around it.

Today Henry County Sheriff Harold Cassell and 12 of his deputies were charged with dealing crack-cocaine, marijuana and ketamine, which is commonly called the "date rape drug."

Cassell has been the sheriff of Henry County since 1992 . The indictments culminate a five-year Drug Enforcement Administration investigation into accusations of corruption. More than 20 individuals, including the 12 deputies, have been indicted in the drug distribution and money laundering ring.

A key allegation is that officers took confiscated drugs, issued fake destruction orders and then sold the stolen contraband.

Ex-sheriff to plead guilty in federal case

Former Page County Sheriff Daniel Presgraves, who resigned this year under a federal indictment that accused him of running his office as a criminal enterprise, is scheduled to plead guilty this morning in U.S. District Court in Harrisonburg.

Presgraves faces nearly two dozen federal charges that include sexual assaults on female deputies, misuse of inmate labor, accepting a bribe from the operators of a cockfighting ring and racketeering.

BROWNSVILLE, Texas (AP) A scandal-plagued former sheriff has been charged with leading a criminal enterprise while in office that included extortion, drug trafficking and witness tampering, federal prosecutors announced Thursday.

ST. LOUIS — A southern Illinois sheriff charged with trafficking marijuana, including while on duty, will not lose his job unless he's convicted or resigns, county officials said Wednesday.

Federal agents arrested Gallatin County Sheriff Raymond Martin, 46, last month at his office on three counts of marijuana distribution and two counts of carrying a firearm _ his service weapon _ while trafficking drugs. A grand jury in Benton, Ill., indicted Martin on the charges Tuesday.

Okaloosa Sheriff Charlie Morris arrested in Las Vegas

Okaloosa County Sheriff Charlie Morris was arrested Friday morning in Las Vegas.

His administrative director, Teresa Adams, was taken into custody at the Sheriff's Office headquarters in Shalimar.

The arrests on charges of fraud, theft and money laundering came following an investigation conducted by the IRS and FBI, said Jeff Westcott at the FBI's office in Jacksonville.

An affidavit summarizing the charges against Morris was filed by FBI agent James Van Pelt on Feb. 25.

It states: "It is believed" Morris, 59, "repeatedly utilized subordinate employees of the Okaloosa County Sheriff's Office in order to facilitate a scheme whereby he has withdrawn tens of thousands of dollars in OCSO public funding for his personal discretionary spending."

Raleigh, N.C. — Former Robeson County Sheriff Glenn Maynor was sentenced Thursday to six years in federal prison as part of a six-year investigation into corruption in the county.

Maynor, 61, who served as sheriff from 1994 until 2004, pleaded guilty last September to lying to a grand jury and misusing federal funds. He was sentenced to one year in prison on the first charge and another five years on the second one, with the sentences to be served consecutively.

The six-year-long federal and state investigation into the Robeson County Sheriff's Office, dubbed Operation Tarnished Badge, has led to charges against 22 law enforcement officers. More serious charges include kidnapping, money laundering and burning houses during drug raids.

The Poisoned Pen of Fort Lyon Prison
Bought by the state for a dollar, Fort Lyon is rich in history, asbestos, sick inmates — and trouble.

In the summer of 2006, a team of asbestos inspectors from Gobbell Hays, a private environmental consulting firm, collected hundreds of samples from Fort Lyon's buildings and soils. The team found "moderate to significant amounts" of asbestos-containing materials in most of the buildings, including widespread use of asbestos in steam-pipe insulation, wall plaster, baseboard and floor-tile adhesives and some ceiling and roofing materials. They also identified numerous hot spots in the dirt where buildings had been demolished decades earlier. The records of these demolitions were sketchy or non-existent, the consultants discovered, and many of the most contaminated zones weren't even tested in previous assessments of the site.

One of the worst areas was an ancient building called the Dairy Barn, which was being used by prison maintenance crews to store spare parts and equipment. For months, several inmates and staffers had crawled all over that barn, storing excess plumbing and HVAC materials and fetching parts, unaware that half a century ago the building had been used as a "hammer mill," where insulation from old pipes had been stripped off and reused. The place was crawling with asbestos fibers, Gobbell Hays found. The barn was quickly sealed, at a cost of $18,000 (not counting the loss of the inventory inside), and the outside premises micro-vacuumed.

One prisoner, who asked that his name not be used out of concerns about retaliation, followed a Gobbell Hays employee named Jose Montoya during the inspection. "He took samples of floor tiles, insulation, paint chips, ceiling tiles," the inmate remembers. "He told me he saw asbestos in the boiler room, mechanical rooms, and in the dirt outside the buildings." The inmate was stunned that no one had brought this up before, since the prison had already been operating for four years. He'd been at Fort Lyon since early 2003 and had done maintenance work in mechanical rooms, above drop ceilings and behind walls, in places where he saw stickers warning against the use of drills because of asbestos.

A few months ago, this inmate, along with 206 other former Fort Lyon maintenance workers, was ordered to report for chest X-rays. County Worker Pleads Guilty in Asbestos Case

A man that has been indicted on ten charges regarding asbestos mishandling has decided to plead guilty this week to only one of the counts. The Cayuga County worker was charged with improper handling and disposal of asbestos, as well as falsifying information regarding prison workers used to remove the dangerous substance. The inmates claim that they were told the material was fiberglass, and that there was no danger when removing the asbestos from a building at the Board of Elections.

The man is only pleading guilty to the illegal removal of the asbestos. Disturbing asbestos can cause the fibrous material to break, releasing particles into the air. If workers are not given protective gear, the dust can be breathed in, resulting in emphysema, asbestosis and mesothelioma, a type of deadly lung cancer. If improperly disposed of, asbestos can cause a public health concern since the material will continue to break apart. Asbestos-related diseases, such as mesothelioma, can take years to develop.

OH My God ! All these Sheriff's running a drug enterprise. I have been hearing Redmond does this for years. Funny thing is that during the primary I was supporting someone other than Redmond and two different people stated that they used to deal drugs for Redmond. Not dimes or nickels but pounds. They gave details of where they did it and how it worked and everything. Said that when something went wrong the deputies came and busted them took their money and drugs. I just thought maybe they were mad because they got busted. But now seeing all this I wonder. It is funny that two different people would tell the same thing.

Funny these just started happening after another candidate pointed out that not very many drugs were getting busted from inside the county. If (alledged) affairs were an issue with the SBI than the first investigation would be as to what led up to the gun thief getting his job and run through BLET at county expense.

Redmond has got to go and the majority of the county agrees. The election was won based on the elderly who read the Redmond & Landfill. Had the citizens of this county gotten off their collective ass, the outcome would have been much different.

Public opinion of Redmond is super low. Employee morale is at an all time low. Officers who are in law enforcement because they love it, now hate their job. They live in constant fear of retaliation. The firing of four people the week after the primary is indicitve of the Redmond way of leadership. I understand that officer's certifications are about to be dropped now because they supported another candidate.

Redmond's audacity is amazing. One could expect retaliation after the November election, but to openly do it prior shows the public that Redmond thinks he is invincible.

I must agree that Redmonds roots run deep into this county and beyond. he has had 15 years to build upon his empire and it has not been a work based on what is best for the public, but based on what is good for Redmond.

Redmonds favorite saying, "It's not what you do, but what people think you do" has been heard by many, many people over the years. He is proud of his motto and the success that it has brought him.

My biggest question is how can Phillip Redmond look at himself in the mirror each morning? There are many in the public, especially among our older generation that still don't know how and who he is, but he certainly knows. Can you devote your life to decieving people and still be proud of yourself? Is it possible for someone to lose all sense of right and wrong and become self absorbed enough that they consider themselves unanswerable to anyone, including God above?

Everyone answers sooner or later. It is time for the citizens of this county to take a stand and demand that the time for that accountability be sooner. Another four years of Redmond running this county is out of the question.

Corruption in government is rampant across the United States. It thrives from the top to the bottom. One could wonder why they even need to vote, who is there to vote for? To replace corrupt government officials we have to start with our local government and work our way up. Starting with the easiest builds a momentum and a movement that gains people and power to get things done as it progresses towards the top. We have got to take back control of our government which has forgotten who it represents. The Tea Party movement is a form of this, however I don’t see them addressing corruption and the removal of corrupt officials. The Tea Party seems to be overwhelmingly addressing representation.

Iredell County is currently like many other counties in that it is controlled by a close knit bunch that is self serving and self protecting. Recently a County Commissioner told a good friend of mine that if Redmond gets voted out I know where all the bodies are buried. That commissioner and several others are all part of the squelching of the truth, fairness and transparency that a large group of Iredell County citizens are ready for.

The highest position of power in the county is the Sheriff. In the case of our county, the Sheriff is not only involved in Sheriff’s duties, but also any other matters of which he has interest. It is sickening to see the support at the top for a Sheriff that is blatantly and openly retaliatory toward anyone who defies him his right to do as he damned well pleases. No one should be afraid of the Sheriff or have fear of retaliation, but yet there is an overwhelming sense of repression among employees and citizens alike. That repression has to end. Along with Redmond there are several County Commissioners that also need to be dealt with. I am certain that as Redmond takes his fall, there will be many others in the county that will be exposed and subsequently removed for their support and encouragement of the corruption that has plagued Iredell County for too long.

The new theme for Iredell County needs to be “Indict Redmond”. All that is said between individuals needs to become public knowledge. The information needs to be gathered, validated and PUBLICALLY turned over to the proper authorities followed by a large scale demand for an investigation. If people won’t step up they need to quit complaining about Redmond and all the alleged activities that we hear of on a daily basis.

There was an attempt to remove Redmond through an election. It wasn’t made by a handful of people in a campaign.

4414 Republicans voted for someone who has had 15 years to build a reputation.

3524 Republicans voted that Redmond had to go, hardly a landslide in Redmond’s favor. That isn’t counting all the democrats that were intending on voting for a Republican in November, or all the people that want Redmond out but didn’t get off their ass to vote.

A good thing happened though. The momentum that was built up during the pre-election period actually picked up speed when the county saw that Redmond was on the ballot for November. The most commonly heard phrase was that it made people sick. Well that sickening feeling has turned into anger and that anger into motivation. Those 3524 Republicans that tried to vote Redmond out and the 3128 Democrats who tried to vote Redmond out add up to 6652 not including the multitudes who were confident that corruption would be voted out whether they voted or not. This county is overwhelmingly anti-Redmond and they are so with a passion.

So, keep making your meaningless diversionary posts, I know that you have to. Tell your boss thank you for firing at least four part-time employees and dropping the certifications of, I believe nine. Tell Redmond to please feel free to take any other retaliatory measures that he falsely feels may be beneficial to his and your survival. So you want to compare the 2006 election to this election. In 2006 a man ran against Redmond that had no law enforcement experience, was little known and ran a small campaign with the help of his family and Redmond got most of the votes. If that is all Redmond has to brag about, I guess we will let him have it out of sympathy.

If Redmond has a lot of Democratic support, good for him. Glad you worked the polls (maybe) but there were many others at the polls for real and there was a lot of dissapointment from people who didn't know they couldn't vote for Nicholson. Of course that was already said in an earlier post and you took it and flipped it around. That is a well used Redmonite tactic.

And, Redmond isn't worth standing in front of and talking to. If you work for him, which I still do, he will threaten you with your job and if you don't work for him he runs out the first door he sees.

All deputies serve at the sole pleasure of the sheriff by law. It is the right of the sheriff to fire anyone without giving a reason. It just makes since to use that power if you have it to remove those who are not loyal. This makes for a more efficient and effective organization. All executives would love to have that power. All deputies know or should know the risk of the job and the consequences of the politics of it going in. It is especially important after an election when a new sheriff takes over to not swear back in the chief, captains and lieutenants so that they do not sabotage the efforts of the new sheriff. It may not be moraly right, but it is right by law.

The Sheriff is the highest elected office in the county. He is not subject to any athority in county government. He answered only to the people who elect him. The county goverment must finance the office of sheriff. In addition to being the head law enforcement officer in the county the Sheriff is the head of any and all militia if any within the county. The National Sheriffs association and North Carolina Sheriffs association are powerful organizations in their own right. With all this power plus the contacts a sitting sheriff has made it would be very difficult to remove even a known criminally corrupt sheriff from office by either indictment or an election. Lets pray we never have any kind of major national catastrophe. One can only imagine the abuses of that kind of power.

If good people do not step up to the plate and get rid of corruption then there is going to be less and less good. Think about your family and kids in this concept. People like me are not creating the problems by exposing them and trying to get others to do the same , to the contrary ,people like you who refuse to do nothing are allowing the problems to continue , fester and ger worse.

12:19...Redmond is as good as gone. People who know what is going on and who have had enough are in the process of stepping up to the plate. With Redmond being the vindictive asshole he is, things will have to be lined up professionally, but they are being lined up.

Crone is down and Redmond is next, not one shred of doubt in my mind. Redmond wiill retaliate and every time he does it will be made public. No more bullying individuals. The Sheriff has his support team or he couldn't have gotten as far as he has. Once a team is formed to make things right, they will have the support to do what they have to do.

12:19 is like all the others who belittle people for being anonymous while remaining anonymous themselves. He/she doesn't matter because when the shit hits the fan and anonymity is gone on our side, they will still remain anonymous and spineless.

12:19 and all the others also like to throw down on people for posting here and accuse them of not having a life. Yet 12:19 and others continue to moniter and post here as well. Just like at the office, the inner circle do as they please and Redmond dictates represiion for the rest with a different set of rules while the chosen few have no rules.

It's okay though. What has gone around is about to come around. No doubt at all. Hope you are ready for a hard ass fall Redmond. And I hope the chosen few are ready to take that dive as well.

There were reports that Redmond's people were also handing out cards for Marvin Norman but I did not see that myself, so not sure.
