If you enforce the law, are you above the law?

What happens when law enforcement officers behave as if they're above the law? At the Iredell County Sheriff's Office, the answer to that question apparently depends on who you are.

Take the employment of Tommy Adams for example.

Redmond violated his own policies when he hired Adams, a private citizen, in the early 2000s. Applicants considered for employment at the sheriff's office, among other requirements, must “be of good moral character” and “have not committed or been convicted of a crime or crimes as specified in 12 NCAC 10B.0204 & .0307 (felony, certain misdemeanors),” according to http://www.co.iredell.nc.us/departments/sheriff/employment.asp.

At the time Redmond hired him, Adams' former employer – a major retail store in Winston Salem – had charged him with felony embezzlement. Adams pleaded the charge down to a misdemeanor, which remained on his record when Redmond hired him to work at the Iredell County Sheriff's Office.

Adams worked as an unsworn employee at the sheriff's office before enrolling in Basic Law Enforcement Training (BLET) in or around 2004. Iredell County paid Adams' tuition and fees, according to the county's finance department, even while many rookies have paid their own way through BLET, taking classes while working at the sheriff's office at opposite times of the day.

But Adams' luck didn't end there. Redmond violated his hiring policies – again – when he promoted Adams to detective sergeant straight out of basic training.

Detective-applicants at the sheriff's office should have a minimum of “3 to 5 years of experience in law enforcement; or any equivalent combination of training and experience,” states a recent job posting at http://www.co.iredell.nc.us/departments/sheriff/employment.asp. While Adams had worked at the sheriff's office for a while before enrolling in BLET, he had never been a sworn law-enforcement officer.

Such a promotion – fresh out of rookie school with no prior training as a sworn officer – is virtually unheard of in the law-enforcement community, according to several North Carolina police chiefs and one sheriff-hopeful that responded to recent Report questions.

It is highly unlikely that someone would go straight in to investigations right out of BLET,” said Wilkesboro Police Chief Robert Bowlin. “They may possess the education at that point, however, they would not possess the 'street smarts' knowledge or just basic law enforcement skills to be effective as a criminal investigator.”

The Raleigh Police Department requires an applicant for detective to have four years of law-enforcement experience with two years of continuous experience at the Raleigh PD. Applicants for sergeant must have six years of law-enforcement experience and two years of continuous service at the department.

Beaufort Police Chief Steve Lewis, as many chiefs contacted by the Report, said one exception may exist to the general rule: “Sometimes there are officers that have years of law-enforcement experience, leave the profession for various reasons, and then return having to pass through BLET again.”

However, Lewis said, he “definitely” would not promote “a rookie without any experience.”

Perhaps experience would have kept Adams from making the mistake he made in or around 2005.

Adams, accompanied by then-Det. Sgt. Ron “Duck” Wyatt, arrested a convicted felon who was living in a dwelling with firearms, which is a felony in North Carolina. Adams collected two guns, cases and ammunition from the felon's residence and signed an evidence sheet indicating he had submitted all of it to the sheriff's office evidence room.

Approximately one year later – after the defendant in the case had pleaded guilty to the charges against him – it was discovered that the guns were not in the evidence room, after all.

Upon learning that the guns were missing, or had never been turned in, two of Redmond's top cops, Capt. Jimmy Craven and Capt. Darren Campbell, questioned Adams, who initially denied any knowledge of the handguns' whereabouts. Adams later said that he and Wyatt were planning to keep the firearms, but, responding to questions, Wyatt told Craven and Campbell that besides being there when the guns were seized, he knew nothing about the firearms' whereabouts. With Adams' acknowledgment that he was in possession of one firearm, Campbell escorted Adams to his residence, where Adams retrieved the gun and turned it over to Campbell.

Adams was told that Wyatt's house had been searched for the second firearm and that Wyatt did not have the gun. Only after that did Adams retrieve the second firearm from his personal vehicle. He turned it over to Campbell.

In an August 2008 Statesville Record & Landmark article about the strength and security of Iredell County's police evidence rooms, Redmond referenced the years-old incident. Though he never mentioned Adams' name, the newspaper quoted Redmond as saying that “a deputy … didn't follow the right procedures in submitting those weapons to the evidence room.”

In a clear attempt to make light of the situation, Redmond said in the article that “the weapons were not evidence in any case.”

That's simply not true. The guns were, in fact, evidence in a criminal case. While the defendant had already pleaded guilty in the case, his firearms should have been handled in accordance with a Superior Court judge's ruling; in this particular case, a judge had ordered the guns destroyed. Adams and/or the sheriff's office could have submitted a request through the district attorney for the guns to be turned over to the sheriff's office for use or training purposes. But they didn't. The guns, therefore, were to remain as evidence until destroyed or a Superior Court judge changed his or her disposition to allow for other actions to be taken.

Redmond said the deputy “got in trouble” for his actions. Sheriff's office personnel dispute that. They say Adams wasn't punished at all for converting evidence to personal use.

Regardless of whether or not he was punished, the fact that the sheriff's office employs him to this very day indicates that he did not receive the punishment that he apparently would have at many other law-enforcement agencies in North Carolina.

I would fire that officer fast, quick and in a hurry,” said Monroe Police Chief Debra Duncan, responding to Report questions asking how chiefs and sheriffs would respond if an officer, with no extenuating circumstances and no permission from a supervisor, converted evidence – guns, drugs or money – to personal use.

Said Statesville Police Chief Tom Anderson: “I would hope this would not happen at any agency, but I assure you that if this were to happen at my agency, swift and proper action would follow.”

This is public trust 101,” Anderson said. “I would initiate an internal investigation immediately. I would review the general information with the District Attorney and initiate a separate investigation due to what would look to be a felony larceny and possible obstruction of justice."

Apparently following a tip, the State Bureau of Investigation (SBI) became involved quite some time after the incident occurred. At some point during its "investigation," Adams' criminal record was expunged, permanently removing the misdemeanor charge that had been on it.

Steve Wilson was the SBI agent in charge of the case. His investigation included interviews with several people, at least one of whom has said that the intent of the investigation was to clear Adams and the sheriff's office by finding no criminal misconduct in the handling of the evidence.

Wyatt, who has since retired from the sheriff's office, initially declined to comment on the matter. But when asked if he retired because of the Adams incident and the resulting SBI investigation, Wyatt laughed and said no.

He confirmed speaking to Wilson on several occasions as part of the investigation, and “I asked if I was being interviewed as a suspect or a witness," Wyatt said. At that time, Wilson said he was not sure if there was a criminal investigation and he simply needed clarification on a few matters, Wyatt added.

Wyatt was asked if he outranked, supervised, trained and/or assigned cases to Adams or if he signed off on Adams' work. Wyatt said he did not.

Wilson took notes during the interview and told Wyatt that he would prepare a written statement from the notes for Wyatt to sign, but Wyatt said he never received that statement from Wilson.

Wyatt said he did, however, meet with Wilson and another agent in the summer of 2009. At that time, they again discussed the Adams case but also Wyatt's participation in golf tournaments to raise money for the re-election bid of Redmond for Sheriff. When asked if that investigation was linked to former sheriff candidate Mark Nicholson's recent reference to an SBI investigation of Redmond and his top cops for using county equipment on county time to campaign for Redmond in 2006, Wyatt declined to comment, citing his need to speak with his attorney before responding to additional questions.

"I'm concerned about my family's welfare," he said, referring further Report questions to the SBI. "If the SBI was doing an investigation they should be able to answer your questions."

An e-mail to Attorney General Roy Cooper went unanswered.

Both Redmond and Campbell also declined to answer Report questions. The sheriff responded through Campbell, citing personnel and saying: “Our attempt to craft an answer to each question presents practical and legal difficulties for us.”

However, they issued this statement: “The Iredell County Sheriff's Office and SBI conducted a proper and thorough review of this matter. Sheriff Redmond is satisfied that North Carolina law has been followed in all respects, and professional law enforcement standards and practices continue to be applied and enforced for the benefit of Iredell County citizens.”

When asked if the “proper and thorough review” had been completed, and if the state had cleared Adams of any wrongdoing, Campbell did not respond. He also didn't respond when asked why the sheriff wouldn't answer the questions if he was “satisfied” with the results of the “proper and thorough review.”

Wow, what an informative article! My first thought upon reading this was that this Adams man made a mistake when he was younger as many of us do and so what if the Sheriff gave him another chance. After reading the rest of the article it appears as though no lesson was learned and Mr. Adams is not a person of good character. Even worse is the appearance that the Sheriff went out of his way to have this covered up. It sounds as though officer Campbell would be the person for the SBI to interview to get to the bottom of this. It also would appear that the SBI has no interest in doing the right thing. It is a sad day in Iredell County if this is the system we have looking out for us.

Well Redmond and crew had to know this was coming if they were sent questions about it. So I wonder how they like the article and what their next choice of response will be. Give credit where credit is due, Redmond may not be much of a law enforcement officer but he is one hell of a politician. Before it is over he will have people convinced that he deserves an award for the actions taken in regards to this unethical and unlawful activity.

If Campbell knew what was going on what did he think should have been done with Officer Adams? What was his suggestion to the sheriff?

If he was the one who recovered the firearms from Officer Adams one could assume that he must have been acting in a supervisory capacity over Adams.

Who is the responsible party on this?

Sounds like there needs to be a house cleaning at the Sheriffs Office. I want to know who else has known about this and for how long and what else has gone on that has not been told yet. Redmond and Campbell and the SBI are as much a part of this as Adams for covering up what he did. And Sheriff Redmond said that Adams didn't submit the guns the right way to the evidence room. That was a lie. He didn't submit them at all or someone got them out of the evidence room for him after he turned them in. Something doesn't add up. This is starting to make Crone look like a good guy in comparison.

Well, well, well. About time this was told. Now let me shed some more light on this information. Nicholson claimed that there was unfair treatment of employees. He said that some got by with whatever while others were treated harshly. You can see in this article how this oficer was treated. Some things not mentioned on here... after Adams was caught with the guns he was moved around several times while the Sheriff tried to figure out how to best handle this. If I recall correctly he was placed as a school resource at North Iredell High. Does anyone here want an officer with morals like Adams being in charge of or around their kids? Me either, but that is how Redmond thinks.

Now let me give you an example of how another officer was treated. We will call him Denny. Denny was accused of domestic violence. Just accused mind you. Deputies responded to his house that night and let it be. The next morning he is at the Sheriffs Office where they proceed to take his equipment, fire him and then arrest him and transport him to the Davie County jail. The entire time he is asking for an internal investigation but all he gets is do not pass go, do not collect a hundred dollars, go directly to jail. See, he didn't have a get out of jail card like Adams. Only special people get those. (You may want to ask the Sheriff why Adams is special.) Later Denny is cleared of any wrong doing by the court. The other party wrote a letter through her attorney saying that it never happened and she made the whole thing up. Do you think they have hired Denny back or offered to hold his certification?

Well in all fairness I have to also say that Denny was was payed a visit by two of Redmonds people and one of them was, guess who, Darren Campbell. There was mention of a Redmond for Sheriff sign being brought out and them being told to put it back in their car. (Probably a county car. Oh wait, another charge!) I'm not sure how the whole thing ended up but the point is;

One officer got accused of a crime and was fired, arrested and spent the weekend in jail.

Another officer got caught red-handed with firearms and got moved around for awhile including a period of time where he was assigned to the jail but got to keep his car.

And that is how Redmond rolls.

It is a shame. Denny was a great officer. He loved his job. When that situation took place he begged for an investigation into the matter, and maintained his innocence the whole time. But poor Denny was not in the loop. You see the accusations about Denny brought bad publicity to the Sheriff, so he had to get rid of him quickly. If he was innocent really didn't matter to the Sheriff. Now, had similar accusations been made about Darren Campbell, Marty Byers, Ricky Eades, Harold Miller, and a few others it would have been handled differently.

Why does Ms. Gatton always wait to election times to try and stir up things. I have found that it is best to observe and who ever she is in favor of and you can tell by the way she slants her posts in favor and then vote the other way.
One example is that a few years ago after reading her blogs you would think that former mayor candidate Robert Harrison was the second coming. She even thought so much of him (he is supposed to be a minister) that he performed her marriage. Later he was charged with Kidnapping,communicating threats and assault on a female. He was given 11-14 months in prison after pleading to reduced charges. Dang she really knows how to pick a winner doesn't she!
I would think that not everyone in the SBI is corrupt the way all of you seem to think. I would think that they would investigate this in a minute if they had someone to go to Raleigh and sit down and show them instead of writing on a blog.They could also go to Charlotte where they have investigator reporters that would gladly look into this if there were proof.Then if they found problems that could be proved there would be people from ever where looking into it. Real investigators are not going to pay any attention to this rinky dink blog.
Another thing if Mr. Alexander being a former FBI Agent surely would still have some friends in the agency that he could contact. In fairness I have not heard of him accusing Mr Redmond like some of the Nicholson supporters and former employees who were most likely terminated. I think that Mr. Alexander has ran a good campaign.

I enjoy how you try to dimiss the suspected wrong doings of Mr. Redmond and spin it around on Mrs. Gatton. Maybe the timing of her column is politically motivated. Doesn't really matter to me. All that matters to me is if it is true. I guess I will wait for the Sheriff's press release denying the allegations. Do you think I will see one? Do you think I, as a voter and citizen, deserve a response from my Sheriff?

Seems to me if your way of voting is to vote against who you think Mrs Gatton is voting for then you are not really learning much about the canidates are you? Just like some folks aren't voting for Brenda Bell because of who her brother is. It just doesn't make sense.

As far as this spouting off about Robert Harrison. Everyone has had people in their lives that have let them down in some way or another. Perhaps this is hers. I don't really know. However, Mrs. Gatton is not an elected official. She has no influence on matters of the law in Iredell County. Therefore, her actions have no bearing on the people in this area.

You make a good point about the SBI, but remember only those in power determine who and what matters get investigated.

I am not saying these allegations are true. I just want my elected official to respond. Is that to much to ask?

I called to get some clarification on these claims myself, and turns out Jamie didn't tell us the whole story. There were reprimands made. I suggest that you call Sheriff Redmond yourself and ask him anything you want. He told me that his number is listed in the phone book for a reason. I am very disappointed that Jamie Herr (gatton) resorts to what appears to be dirty and one sided reporting!

The truth has now been revealed that the sheriff plays favorites and uses selective leniency with his employees. His employees have always known this. Let it be known far and wide that once Redmond is in for four more years on Tuesday, this exposure will not stop despite the pathetic attempts from the one or two people on this blog who wish Ms. Gatton and the Investigattons would go away.

To all concerned about Mr. Robert "Skip" Alexander's campaign:
I have had the privilege of working with Skip for a few weeks now. He admonished everyone involved in his campaign that they were not allowed to smear, comment or make light of anything Sheriff Redmond may have done. Skip believes that everyone IS innocent until proven guilty. He is running for Sheriff because he knows he can improve the county response to crime. He's got a lot of great experience. He even talks about the "quality employees" at the Sheriff's Office in his video message at his website now.

Skip wants to build on what's been done and not point a bunch of fingers about what may have happened. He, like all residents around here, have heard the rumors, but frankly wants to just motivate and promote professionalism in the Sheriff's Office. He also wants to improve relations with all other first responders. This is key to cooperation. He has some great ideas and the background to make them happen. Whether one believes everything said or not about the Sheriff's office, it amounts to a distraction either way. There are legitimate complaints about budget issues and approaches to working with deputies that can be improved.

As for saying publicly, whether Sheriff Redmond has done something of an incompetent nature, we leave that to others to decide. The focus of the Skip Alexander campaign has been to be fair, honest and emphasize Skip's positive nature and abilities. We try not to mention the sitting Sheriff. We do have an article on a complaint that was received by the State Board of Elections.

We will see what the people decide on Tuesday. Either way, Sheriff Redmond still has a job to do and has to work with his staff.

If you are concerned about the political bent of the Sheriff's Office in Iredell County, and want to see some positive change, without mass firings, and without all these rumors and gossip, VOTE for a man who can lead by example - VOTE Skip Alexander on Tuesday and tell others to do the same.

He is a genuinely wonderful man, and can help bring some common sense and stability to the office.

Something tells me Halyburton has something to do with this article. He's like the devil; always trying to bring good people down. Redmond is an honest man; a good man. He does what is right and just. And there ain't no one who can prove otherwise. I hope he never leaves office unless he wants to.

And stop picking on Campbell & Dowlde. Campbell is also a good man, loyal as a dog. He does what he's told and doesn't ask questions. How many of you Chiefs wouldn't want him working for you, huh?

Dowdle may have a speech impediment, but he is fair, hard working, honest, and deserves everything he's ever gotten in life. We love him here, and can only hope that he never leaves for greener pastures. He's an ASSet to this department, and everyone knows it.

As for Tommy, what can I say? The guy made a mistake. But who hasn't? It's not like he stole anything. The judge was going to destroy the guns. They would have given him the guns anyways. He just jumped the gun (no pun intended) a little bit, so what? Tommy is an excellent example of a person who can achieve their dreams if they try! We love you Tommy; keep your chin up.

And please leave Tommy's wife out of this. It's nobody's business what she's doing with the Sheriff or any other deputy for that matter. You gossips ought toi be ashamed of yourselves. Shame on you!!!

438... I can go along with most of what you are saying about these guys, even though I have a different opinion of them as fellow officers (that I have worked with for years). However there are two points that I have to say you are totally wrong about.... 1) Taking guns or anything out of evidence is stealing. PERIOD and 2) you said they would have given him the guns anyway. NO.. not anymore... this is not the 1970's. They will turn guns over to the department for training or allow the department to trade them in on other equipment, but the guns are not given to the officer like they did 40 yrs ago.

It was not a defense of the man you moron, rather a reference to the mentality of deputies who think the law doesn't apply to them. It's a fact that guns were taken home and never turned in by more than just this one particular deputy. Ask my ex, he can tell you how it's done.

Don't lump all the deputies in together. Some are good folks just wanting to serve the people. Unfortunately, they have horrible leadership. Mrs. Gatton is merely wanting to promote public awareness to the crooked ones. I would think you would appreciate her actions.

Redmond is weak. The "R" in front of his name along with his false reputation built up by the R&L is the only thing that kept him in office. Have you thought about why the other candidates ran? Redmond's real reputation is terrible. The general public despises him and his upper management for being the unethical bunch that they are. That is why four candidates stepped up to run for the office of Sheriff this year, public opinion. Those who don't know better and those who do but went Republican anyway got Redmond re-elected.

The U.S. House of Representatives had more than 60 seats flipped from Democrat to Republican and Redmond still only won by an insignifigant amount.

People know who Redmond is and as the proof starts materializing his removal from office will begin. Enjoy your remaining time because in all probability it won't last four years.

Also as Easley is finding out being out of office only speeds up investigations so stepping down in a couple of years and turning it over to someone else won't make anything go away.

2011 needs to be the year of cleaning out corruption in Iredell County. Time for a new Sheriff, replacement of any County Commissioners and any other officials who have assisted Redmond in his unethical activity. He hasn't made it this far without assistance.

ICSO should change their slogan to "You fire them and we'll hire them". What a shame because there are some good people working there, like the folks that have been plain old deputies for years and have never achieved rank. But the boys at the top...please, what a bunch of thugs.

Its been the commom practice to fire damn good deputies for almost nothing, while real criminals flourish within the department with ranking positions and good salaries. Those that deserve a job are sometimes kicked to the curb, and those that need to be fired and locked up get to continue on thier path of destruction while drawing a nice tax payers salary. I am sure we could name many good deputies that should have NEVER been fired for stepping on someones toes. Then, when stuff like this goes on you have to wonder what kind of place punishes, and fires honest deputies and promotes criminal deputies?

I worked for the ICSO for over five years, I was promoted to SGT. after 3 years. I came to ICSO with 15 years experiance in law enforcement from another state. I have seen many of these incidents and the favoritism is rampant there. There have been many good deputies that have been fired for minor infractions and more than the normal share of good ole boys kept and even promoted with no road experiance at all. When the #2 man in charge has never worked a day on the streets it really makes you wonder what is going on.

Sheriff Redmond had an affair with Tommy's Wife "Sheri" for many years. Anyone that denies that is not in the know. That is the connection between Tommys fast career track. The plot thickened as Tommy decided to have affairs of his own while on company provided time. His phone records were pulled and given to his wife (if you can fathom that with the provacy laws). While having these affairs Tommy taught a "couples" Sunday School Class at his church. For those that support Tommy, you have no idea what this man is cabable of. Tommy was placed in Lakeshore Elementary to work with young children and also in charge of a youth sports progam sponsored by the ICSD. That is after the SBI investigation was conducted. While it was being conducted he had his company car taken for a while, and demoted to working in the jail. After the dust settled it was business as usual, and that my dear folks is the truth and I would testify to this if given the chance.
